Recommendation 24 - Fire Safety Design Resource Library

Officials met with MHCLG on 3 March 2026.

The Construction Products Reform Green Paper set out the potential scope of a construction library including product information. Views gathered on how to provide clear and trusted information, its scope and users. A Construction Products Reform White Paper was published in February 2026: Construction Products Reform White Paper - GOV.UK. This consultation is now closed, and work has begun on digital discovery (April – June) with testing expected October – December.

MHCLG have committed to support development of a construction library, working with industry. The ambition is to develop digital services that provide clear, accurate, and honest product information without duplication or confusion. This will be delivered through a phased approach, starting with ensuring the national regulator has the digital capability for market surveillance, improving transparency on tests for products using third-party certification schemes, and exploring options for a digital platform or database if needed, alongside simplifying access to regulatory guidance and fire safety information.

Planned activity

A meeting with counterparts in MHCLG will be organised over the summer.

Recommendation 25 – Public Recommendations Tracking System

This recommendation has been completed following the introduction of the legal requirement for the UK Government to maintain a publicly accessible record of recommendations made by select committees, coroners and public inquiries together with a description of the steps taken in response. If the Government decides not to accept a recommendation, it should record its reasons for doing so. Scrutiny of its actions should be a matter for Parliament, to which it should be required to report annually.

As a matter reserved to Scotland there is already a legal requirement in place for the Scottish Courts and Tribunals Service (SCTS) to publish determinations of Fatal Accidents Inquiries including response reports with detail of actions taken or proposed.

Recommendation 27 - Fire Control Switch Standardisation Review

Following review, the UK Government have advised that it is not currently in a position to determine whether greater standardisation of the fire control switches and keys is required. It is recommended that urgent advice is sought from the Building Safety Regulator (BSR) and the National Fire Chiefs Council on the nature and scale of the problem and the appropriate response to it.

In Scotland action has been taken to update the SFRS Operational Assurance Visit Procedure to include checks on firefighter lift operation and key provision. This has been communicated across the Fire Service. Where issues have been identified appropriate keys have been provided. We therefore consider this recommendation is complete for Scottish interests.

Recommendation 28 - Gas Valve Inspection Programme

The recommendation sought the introduction of a legal requirement to check accessibility of valves at least once every three years and to report the results of that inspection to the Health and Safety Executive (HSE) as part of its gas safety case review.

A baseline of Pipeline Isolation Valve (PIV) access and existing barriers, which takes account of the risk-based inspection approach and processes adopted since Grenfell has been established. Targeted engagement with network operators has been undertaken and HSE will maintain engagement to ensure that PIV access issues continue to be addressed effectively.

Officials will seek an update from HSE to confirm the position is adhered to across the UK. However, given the measures now in place we consider this recommendation complete for Scottish interests.
