Recommendation 42 - Civil Contingencies Act Powers Review

Planned activity

This is a reserved matter. The UK Government has a statutory duty to review the Civil Contingencies Act 2004 (CCA) on a five-yearly cycle, with the most recent post-implementation review published in 2022. This recommendation will be addressed in the 2027 post-implementation review. As this is a reserved matter the Scottish Government considers this recommendation closed for its interests and will no longer provide updates against it.

Planned activity

The Scottish Government will continue to participate in stakeholder arrangement around enhancing voluntary community and faith sector integration in resilience structures and processes. Recommendation 44 - Emergency Response Guidance Consolidation

Planned activity

The Scottish Government will begin initial scoping for the Preparing Scotland review, to ensure guidance remains effective and fit for purpose.

The Scottish Government will also continue to integrate the Cabinet Office’s new Vulnerable People guidance into the updated approach to civil contingencies risk assessment in Scotland, working with practitioners to better consider vulnerability in their emergency planning. The updated approach will be launched in autumn 2027.

Recommendation 45 - Humanitarian Principle Integration Project

An initial scoping meeting for the National Care for People Group took place in April 2026. Draft Terms of Reference for the group have been written and it was agreed that the group should look at reviewing the Preparing Scotland guidance on Care for People.

Planned activity

The first meeting of the National Care for People Group is to be held this summer. This group will decide how humanitarian considerations fit into the Scottish system for planning, response and recovery.

Recommendation 46 - London Gold Arrangements Training Programme

The Multi-Agency Strategic Incident Management (MASIM) courses are continuing, with the first of two 2026 cohorts enrolled in March, and completing training by April 2026.

Planned activity

The Multi-Agency Strategic Incident Management (MASIM) course continues to provide a strategic-level training offer for Category 1 responders, with the first of two 2026 cohorts enrolled in March and completing training in April 2026. A second MASIM course will be delivered later this calendar year, with a full complement of participants enrolled. Strategic-level training is also being accessed through other routes, including provision commissioned from the UK Resilience Academy.

The Scottish Government has supported this work by promoting the availability of strategic training opportunities and facilitating discussion through the quarterly Scottish Civil Contingencies Development Forum. This provides oversight of available learning, supports awareness across the resilience system and offers a route for identifying gaps and informing future development.

Responsibility for the ongoing training of strategic leaders rests with responder organisations operating through the multi-agency resilience system. We therefore consider this recommendation complete so far as the Scottish Government’s role is concerned, with further work continuing as part of normal business.

Recommendation 47 - Emergency Response Standards and Audit System

The Civil Contingencies Development Forum did consider National Standards, but it fell outwith their agreed scope.

Planned activity

The Scottish Resilience Partnership Working Group is going to consider how national standards could be agreed and adopted. Separately, in the Scottish Government, work is currently underway to consider a Scottish Resilience Strategy.

Recommendation 48 - Category 1 Responder Training Verification System

The Scottish Government owned Training and Exercise Calendar has now been adopted and integrated into normal use.

Planned activity

The Scottish Government has completed the actions it committed to in response to this recommendation.

Following consultation with Category 1 responders on learning and training needs, we have adapted our learning and development offer and introduced a Scotland-wide Training and Exercise calendar, which is now embedded into routine use.

Responsibility for the delivery, frequency and quality of training rests with individual Category 1 responders in line with their duties under the Civil Contingencies Act. We therefore consider this recommendation complete so far as the Scottish Government’s role is concerned, with ongoing learning and development work continuing as business as usual.

Recommendation 49 - Local Authority Resilience Training Programme

The review of training needs with responders did not identify any additional requirements in this area. However, the Civil Contingencies Liaison Team is supporting partners with the development of a National Care for People Group, through which issues of this kind can be considered as part of responders’ responsibilities. In addition, the Civil Contingencies Development Team has supported the development and hosting of an online training package to clarify roles and responsibilities in reception centres. This work has also been referred to the National Care for People Group, which will take the lead on these matters going forward, with Scottish Government teams continuing to provide support as required.

Planned activity

The Scottish Government has completed the actions committed to in response to this recommendation. Consultation with Category 1 responders on learning and training needs did not identify any additional national requirements in this area, and we have supported partners through the development of a National Care for People Group. Responsibility for ensuring staff are appropriately trained rests with local authorities and other responders.

The Scottish Government will continue to support this work where appropriate through normal business, but we consider this recommendation complete for reporting purposes.
