Grenfell Tower Inquiry recommendations: progress update - June 2026

The progress update contains information regarding the Grenfell Tower Inquiry recommendations (so far as relevant to Scotland). Information is current up until 1 June 2026.


Introduction

In the interests of openness and transparency, the Scottish Government is committed to providing regular updates on progress made in taking forward work in respect of the recommendations arising from the Grenfell Tower Inquiry phase two report. The recommendations contained in that report were accepted in full by the Scottish Government, in so far as they applied to Scotland.

The format of the update broadly reflects the earlier publication and provides high level information regarding progress in completing work in respect of each of the recommendations (unless already closed).

As previously, the update sets out the recommendations (and two separate ‘issues’) thematically:

  • Regulation and systems (recommendations 1, 2, 20-23)
  • Government and restructuring (recommendations 3, 4)
  • Building Standards, fire tests and product certification (recommendations 5-14, 40)
  • Design competence (recommendations 15-19)
  • Fire safety and Firefighting (recommendations 26, 29-39, 41, 57, 58)
  • Resilience and local authorities (recommendations 42-56)
  • Assorted recommendations (recommendations 24, 25, 27, 28)

Information in the various updates includes activity undertaken since the previous update, activity planned in the next reporting quarter, and the current target date for completion.

Since the last progress update, a further 8 recommendations have been noted as complete (recommendations 3, 25, 27, 28, 42, 46, 48 and 49). Where this is the case, an explanation is provided.

It is expected that the next update, in addition to reporting on progress up to 1 September, will contain narrative setting out more extended timelines for the completion of work in respect of those recommendations not yet considered closed.

Cladding Remediation Programme

As with the previous update, while the information provided below is specific to progress made with work relating to the Grenfell Tower Inquiry recommendations, we would also wish to reference the work being taken forward in progressing the cladding remediation programme. This work is integral to many of the recommendations and the programme has continued to make progress since the last update.
