Grangemouth Industrial - just transition plan: supporting a fair transition for Scotland's core manufacturing cluster

Outlines our long-term vision for the future of the Grangemouth Industrial cluster and corresponding actions, supporting a just transition for workers, the community and industry of Grangemouth.

Grangemouth Industrial Baseline Summary

Grangemouth Overview

The Map below the diverse range of users active across Grangemouth as a whole.[2] This includes:

INEOS Cluster: comprising the site of the refinery which has now ceased operations, INEOS Olefins & Polymers producing a wide range of petrochemicals, and the Forties Pipeline System.

Earls Gate Cluster: A separate sub-cluster of Fine Chemical manufacturing is based at Earls Road on the CalaChem site, including Syngenta, Piramal, and Celtic Renewables, with common services and infrastructure provided by CalaChem.

Distribution and Logistics: Centred around the Port of Grangemouth as a strategic multi-functional port for distribution of a wide range of bulks, cargoes and liquids, and including multi-modal rail freight terminal. Major logistics users elsewhere around Grangemouth include HW Coates (Specialist Chemicals), Asda (Food Retail), and Malcolm Logistics and JM Haulage (General Logistics)

Residential & Community Infrastructure: The community of Grangemouth which is home to approximately 16,000 people and includes a range of community infrastructure including local Town Centre, schools, and community facilities.

Industrial Cluster Overview

GFIB defines the Grangemouth Industrial Cluster as a collection of the following major industrial operators:

Currently, whilst the operators are geographically close to one another, their day-to-day activity is relatively separate, with little intra-cluster integration. The cluster can be broken down into three sub-clusters of activity, largely defined by energy/utilities and some shared infrastructure. As outlined below, this includes the INEOS/Petroineos and Earlsgate clusters, as well as the Port.

Whilst these key operators form the core of large-scale industrial activity in Grangemouth there is also a wider network of manufacturing businesses in the area, in some cases forming a critical part of the cluster’s local supply chain. For this reason, we have not limited consideration of impacts and activity to the core operators in isolation. A wider map of operators across the Grangemouth area is shown below.[3]
