Football Banning Orders Analysis of Consultation Responses

A public consultation on Football Banning Orders was held from 1 December 2025 to 23 February 2026. The consultation sought the views of the public and stakeholders on their experiences of football matches in Scotland and the role of FBOs. This report documents the results of the findings.


2. About the consultation respondents

This chapter summarises the analysis of responses to a small number of questions that were included at the start of the consultation to understand more about those responding. Full data tables for questions Q1 to Q4 are available in Appendix 1.

Respondents were first asked if they attend football matches in Scotland, and if so, how often. Among those answering Q1, 86% attend football matches frequently (11 or more times per season), 11% occasionally (one to 10 times per season), and 3% never attend. Almost all (99%) of those who submitted a campaign response indicated that they attend frequently, as did all organisations. Attendance was still frequent among other individuals who answered, with 79% attending frequently and 17% occasionally. However, individuals identified as police officers attended less often, with 43% attending frequently, 43% occasionally, and 14% never attending; however, it is unknown whether this is in a work or personal capacity.

Respondents were asked at Q2 whether they had ever been given a FBO. A total of 17 individuals indicated they had, representing 2% of all respondents.

At Q3, respondents were asked if they were involved in running regulated football matches in Scotland. Among those answering, 11% were involved, and 89% were not. Very few campaign responses (1%) or individuals (8%) were involved. However, 73% of individuals identified as police officers and 93% of organisations that answered indicated they were involved.

The 11% of respondents (n=98) who indicated that they are involved in running regulated football matches in Scotland were asked at Q4 in what capacity they are involved. Most were involved via football clubs (39%) or Police Scotland (36%), with a small number involved as stewards or safety officers, or through football bodies.
