Football Banning Orders Analysis of Consultation Responses
A public consultation on Football Banning Orders was held from 1 December 2025 to 23 February 2026. The consultation sought the views of the public and stakeholders on their experiences of football matches in Scotland and the role of FBOs. This report documents the results of the findings.

1. A further 13 responses were identified as duplicate responses and removed from the analysis.
2. Three non-campaign respondents indicated they represented an organisation, naming Scottish Supporters Collective, Section 1869 and Block Seven. While we acknowledge the participation of these groups in the consultation, given that there were responses from similar groups as part of the campaign, it is unclear whether these three respondents represent the views of their organisation as a whole. For this reason, these three respondents have been reclassified as individuals for analysis purposes.
3. These respondents either named Police Scotland as the organisation they worked for, responded using a police email address, or noted at Q3 that they run regulated football matches representing Police Scotland.
4. Ultras are a type of association football fans who are known for their fanatical support. The term originated in Italy, but is used worldwide to describe predominantly organised fans of association football teams.
