2 A vexatious FOI request is one that imposes a disproportionate or unjustified burden on a public authority, lacking serious purpose or value, and may be refused under Section 14 of the Freedom of Information Act 2000. A request may be considered vexatious if it is obviously unreasonable, repetitive, or designed to cause disruption, irritation, or distress to the authority.
