Adult social care support and community health - learning and improvement framework: equality impact assessment
Equality impact assessment (EQIA) relating to the development of the Scottish learning and improvement framework for adult social care support and community health (SLIF).
The Scope of the EQIA
The EQIA process for the SLIF considered the framework’s potential impact on the following groups and protected characteristics: age; disability; gender reassignment; marriage and civil partnership; pregnancy and maternity; race; religion or belief; sex; sexual orientation. The potential impacts were assessed against the three needs of the public sector equality duty to eliminate unlawful discrimination, advancing equality of opportunity and promoting good relations.
The first stage of the research methodology involved undertaking qualitative research to examine existing literature to identify outcomes that are important to the population groups with protected characteristics previously mentioned, and the enablers and barriers to achieving these. The intersectionality between various protected characteristics was incorporated into the analysis i.e. examining the experiences of older LGBT+ people when engaging with services. Gaps for specific population groups and protected characteristics were identified through the review of the existing evidence. This led to the team carrying out qualitative research alongside both the Office of the Chief Designer (OCD), and The ALLIANCE Scotland, in the form of engagement sessions.
Twelve workshops were held with people with lived and living experience. The OCD held sessions with the Co-design Partnership Programme which included organisations such as Minority Ethnic Carers of People Project (MECOPP); Glasgow Disability Alliance (GDA); CEMVO Scotland; Homeless Network Scotland (HNS); Alzheimer’s Scotland; Scottish Association for the Care and Resettlement of Offenders (SACRO) the People Led Policy Panel and Scottish Association for Mental Health (SAMH).
