Adult social care support and community health - learning and improvement framework: equality impact assessment

Equality impact assessment (EQIA) relating to the development of the Scottish learning and improvement framework for adult social care support and community health (SLIF).


Intersectionality

The following intersecting barriers were identified:

  • The available evidence suggested that some older LGBTQI + people faced heightened discrimination and isolation
  • Some minority ethnic women can experience combined challenges related to the protected characteristics of sex and religion in accessing culturally appropriate care

Evidence Gaps

For this work, we found that there were some evidence gaps for minority ethnic carers, women, and disabled people. These gaps were addressed through targeted workshops with people from these protected characteristic groups or organisations that represent them.

Following the conclusion of the EQIA assessment process, the following actions will be taken to mitigate and address any identified barriers:

  • Develop success criteria to underpin outcomes that specifically address good practice around support for the groups most affected and experiencing the poorest outcomes, focusing on access and increased involvement in care decisions
  • Apply an iterative approach to monitor and review the EQIA annually
  • Use the SLIF digital tool to generate real-time progress reports during testing, tracking improvements for all groups
