Equality outcomes 2025-2029: equality impact assessment

This equality impact assessment (EQIA) results report provides a summary of the key findings from the detailed work undertaken to assess potential equality impacts of the equality outcomes for the reporting period of 2025 to 2029.


The Scope of the EQIA

Following the results of the framing exercise, it was determined that a full EQIA was required. Further evidence gathering and external engagement being necessary to demonstrate that the Scottish Government – both as a decision maker and as an employer – has given “due regard” to the three needs of the Public Sector Equality Duty (PSED), in the development of the equality outcomes.

This EQIA assessed each of the protected characteristics against the three PSED needs, with the exception of marriage and civil partnership as the Scottish Government does not require an assessment against this protected characteristic, unless this is in regard to eliminating unlawful discrimination in employment.

The public sector equality duty covers the following protected characteristics: age, disability, gender reassignment, pregnancy and maternity, race, religion or belief, sex and sexual orientation. The public sector equality duty also covers marriage and civil partnerships, with regard to eliminating unlawful discrimination in employment.

Key considerations during the assessment included:

  • The extent to which the outcomes address systemic inequalities and persistent disparities identified through evidence and feedback.
  • Whether the outcomes provide equitable opportunities for all individuals, particularly those facing multiple or intersectional forms of discrimination.
  • How well the outcomes promote inclusive approaches to policy and service delivery across the Scottish Government.
  • Intersectionality - a term used to explain how the specific experiences of people who face multiple marginalisation differ from those experiencing just one.
