Equality outcomes 2025-2029: equality impact assessment

This equality impact assessment (EQIA) results report provides a summary of the key findings from the detailed work undertaken to assess potential equality impacts of the equality outcomes for the reporting period of 2025 to 2029.


Executive summary

The Public Sector Equality Duty requires public bodies to:

  • Advance equality
  • Eliminate discrimination
  • Foster good relations

Despite significant progress in advancing equality in Scotland over recent years, there is clear and compelling evidence that inequality persists. The Scottish Government holds both a legal and moral obligation to use equality outcomes as a lever to advance equality and improve the lives of the people of Scotland.

The purpose of the equality outcomes is to drive progress on specific enablers of meaningful change that will address systemic inequalities and promote inclusion across Scotland. The 2025-29 Equality Outcomes are informed by evidence, expert advice, engagement with persons with protected characteristics and equality stakeholders who represent them. The deliberate focus on system change is a conscious response to a wide range of evidence which highlights the importance of systemic action.
