4. Working with other governments

During emergencies it is important to work with other governments. All governments are different and they will need to work together. Scottish ministers should be respected.

Recommendation 18. Every government to attend important meetings

The UK Government should always invite other governments to attend important emergency meetings.

The Scottish Government welcomes this. We agree that all governments should be involved in UK wide response.

Recommendation 19. How different governments will work together

The UK Government might lead pandemic response at the start, but Scotland will still make important decisions. Then a 4 UK nations set up will be needed. Emergency plans should include how this will work.

The Scottish Government accepts this. It agrees that we sometimes need to make decisions together for the 4 UK nations.

Scotland will still make important decisions over things like health and education, but we will work closely with the rest of the UK to fight the pandemic. We will agree how the 4 UK nations will work together.

When and How

We will work with the other governments on this. We think we can agree on the best way to do it in 12 months.
