Annex A: Governance

Competent Authority

There is a duty for Scottish Ministers (as the competent authority for sources of noise other than airports defined by The Environmental Noise (Scotland) Regulations 2006 (the 2006 Regulations)) to make, review and revise strategic noise maps and action plans every 5 years.

The Scottish Government and its agencies, acting on behalf of the Scottish Ministers, are the competent authorities for noise sources other than airports, and responsible for meeting the obligations of the Environmental Noise (Scotland) Regulations 2006.

Scottish Environmental Noise Coordination Group (SENCG)

This Agglomerations Noise Action Plan for Scotland has been created collaboratively with key partners, local authority agglomeration leads, major airports, SEPA, Scottish Government transport and planning, working together to meet the requirements of the 2006 Regulations in Scotland. This partnership approach in SENCG will continue, supporting the delivery of this noise action plan for Scotland, and wider engagement on the noise maps.

Agglomerations

Within each agglomeration the relevant authorities are responsible for developing their own local policy relating to noise. The agglomerations often cross local authority boundaries and, as such, the local authorities will need to work together. The lead local authority and associated local authorities (where appropriate) are noted below.

Consultation

This Agglomerations Noise Action Plan for Scotland was initially developed in collaboration with the local authority leads for the five agglomerations in Scotland and the Scottish Environmental Noise Coordination Group. This document is subject to an eight-week public consultation.
