Background

We published the Digital strategy for Scotland: vision statement in November 2025. This strategy is a collaboration between the Scottish Government and local government in Scotland represented by the Convention of Scottish Local Authorities (COSLA).  

This is an updated version of the 2021 digital strategy. It takes account of new political priorities, changes in technology, and different ways of delivering services. It also recognises that digital services are now seen as essential to improving public services, as described in Scotland's Public Service Reform Strategy  (June 2025)

In May 2024, we published a progress report on the 2021 strategy. This report shows what we have achieved so far and prepares for our updated strategy.

We published an overarching vision and the first of a series of delivery plans in November 2025. The delivery plan sets out the actions we are taking in the short term to: 

  • deliver sustainable digital public services  

  • make real our strategic vision 

  • set a delivery timescale  

  • detail why actions are needed 

  • illustrate how progress will be measured 

We will develop other plans over time and will set out in detail how our shared vision is being delivered across different policy areas. 

Bills and legislation

The Legislation and Regulation Catalogue provides guidance on legislation that applies to the delivery of digital services and is regularly reviewed and updated.
