6. Step Six – Making adjustments to your work
6.1 Should delivery mechanisms/mitigations vary in different communities?
Yes, delivery mechanisms should remain flexible to reflect local capacity and needs, including those of island communities.
6.2 Do you need to consult with island communities in respect of mechanisms or mitigations?
Where appropriate, yes, particularly where activity is proposed within island communities.
6.3 Have island circumstances been factored into the evaluation process? Have any island‑specific indicators/targets been identified? How will outcomes be measured on the islands?
The Scottish Government and host nation partners are funding a robust evaluation of the impact of EURO 2028, including the impact and legacy programme and wider benefits. A competitive tender process will take place well in advance of the tournament and an evaluation partner will be appointed subsequently. As wider activities are developed and as the tournament evaluation develops, due consideration will be given to island specific circumstances, indicators and targets.
6.4 How has the policy affected island communities?
The impact and legacy programme and wider societal impact programmes in Scotland are likely to benefit those directly participating in programme activity. The programme is expected to have neutral to positive impacts, with opportunities for participation and community benefit where activity is delivered locally. At this stage we expect there to be no differential effects on those across communities in Scotland.
6.5 How will lessons learned inform future policy making?
Learning from delivery and the tournament evaluation will inform future major events policy and community‑led impact programmes.
