UEFA EURO 2028 - impacts and legacy: island communities impact assessment (ICIA)

Island communities impact assessment (ICIA) to identify an impact and legacy programme and wider positive impact activities aligned to EURO 2028 to be delivered in Scotland.


2. Step Two – Gather your data and identify your stakeholders

2.1 What data is available about the current situation in the islands?

There is limited island‑specific data available in relation to physical activity participation and the impact of major events (and their associated legacy activity) on island communities.

The 2023 Scottish Islands Survey shows that 4 in 5 islanders report having access to places where they can be physically active. Access is highest among young people (18–35), at 93%, indicating strong potential for youth engagement in physical activity initiatives. The survey also shows increases in community event participation which provide platforms for local engagement with physical activity–related impact and legacy activities.

2.2 Do you need to consult?

Due to commercial sensitivities, the Scottish Government has had limited opportunity for consultation. To date, core EURO 2028 delivery partners such as UK & Ireland 2028 Limited have been involved in the development of high level impact and legacy proposals. As delivery models are developed, the Scottish Government will obligate delivery partner(s) to engage with local stakeholders to ensure community needs are understood and reflected -meaning activities are appropriate to the communities they are being delivered in.

2.3 How does any existing data differ between islands?

At this stage, there is insufficient data relating to the impact and legacy programme to meaningfully differentiate between individual island groups for the purposes of this assessment. We do, however, acknowledge that each individual island community has its own unique set of circumstances for which a “one-size fits all” approach would not be appropriate.

2.4 Are there any existing design features or mitigations in place?

Through engagement with stakeholders, we have sought to ensure we identify delivery methods that best fit the needs of people in Scotland. A key design feature from these considerations was to deploy a community led approach thus, providing opportunity for a flexible programme which has scope for local tailoring of activities.
