UEFA EURO 2028 - impacts and legacy: island communities impact assessment (ICIA)
Island communities impact assessment (ICIA) to identify an impact and legacy programme and wider positive impact activities aligned to EURO 2028 to be delivered in Scotland.
3. Step Three – Consultation
3.1 Who do you need to consult with?
We intend to obligate delivery partners to carry out appropriate due diligence throughout the design and delivery phases of the programme. This would include engaging with relevant local partners and third-sector organisations.
3.2 How will you carry out your consultation and in what timescales?
Engagement in the development of EURO 2028 impact and legacy began in 2023 and will continue on an ongoing basis through programme delivery in 2028 and in subsequent evaluation work following the tournament. Engagement and consultation will continue to be proportionate to the scale of activity and respect commercial sensitivities/limitations.
3.3 What questions will you ask when considering how to address island realities?
When engaging delivery partners, we will encourage consultation with local communities. When engaging with communities we would look for delivery partners to ask questions such as:
- How can activity be delivered effectively in local contexts?
- What barriers to participation exist and how can they be mitigated?
- How can the delivery partner shape activity to meet local needs?
3.4 What information has already been gathered through consultations and what concerns have been raised previously by island communities?
Engagement with partners did not identify island‑specific concerns relating directly to the impact and legacy programme. Due to a lack of island‑specific data regarding the levels of physical activity within island communities the development of this proposal has been informed by anecdotal stakeholder evidence and with reference to other ICIA publications such as the National Events Strategy ICIA.
3.5 Is your consultation robust and meaningful and sufficient to comply with the Section 7 duty?
At this stage, the approach is considered proportionate, with further engagement planned as programme details are confirmed.
