UEFA EURO 2028 - impacts and legacy: equality impact assessment

Equality impact assessment (EQIA) to identify an impact and legacy programme and wider positive impact activities aligned to EURO 2028 to be delivered in Scotland.


Recommendations and Conclusion

The evidence reviewed through this EQIA indicates disparities in physical activity levels and in levels of social connectedness across Scotland. These disparities are experienced disproportionately by women and girls, disabled people, teenagers, older adults, and people living in more deprived areas. The data also shows lower levels of social cohesion and community participation, particularly in communities facing higher levels of socioeconomic disadvantage. Together, these findings highlight the need for targeted interventions to increase participation in physical activity and to strengthen local social networks.

Based on this assessment, it is recommended that the EURO 2028 impact and legacy programme prioritise a well‑designed social impact programme that:

  • Increases participation in football and wider physical activity, with targeted approaches to underrepresented groups, recognising the gaps identified in current activity levels; and
  • Strengthens social connectedness and community cohesion, supporting locally led activity that brings diverse groups together and fosters a sense of belonging, pride and shared purpose.

The core impact and legacy programme will complement wider activity that will seek to maximise the economic benefits of hosting the event.

A community‑led model is recommended as the most effective approach to address the disparities identified. This will enable activities to be tailored to local needs, increase the likelihood of sustained engagement, and help amplify existing community strengths.

To ensure continuous improvement and accountability, the programme should be supported by a clear monitoring and evaluation framework. This will include:

  • Ongoing collection and use of quantitative and qualitative data to assess reach, participation and outcomes.
  • Annual review of programme performance by delivery partners, with actions taken to address any emerging inequalities; and
  • Integration with the wider UK & Ireland evaluation of EURO 2028 to capture longer‑term impacts on health, wellbeing and social cohesion.

In conclusion, the EQIA demonstrates that the social impact programme linked to EURO 2028 represents a significant opportunity to help reduce existing inequalities in physical activity and social connectedness. A targeted and community‑led approach, means the programme can make a meaningful contribution to advancing equality of opportunity and improving outcomes for communities across Scotland.
