UEFA EURO 2028 - impacts and legacy: equality impact assessment

Equality impact assessment (EQIA) to identify an impact and legacy programme and wider positive impact activities aligned to EURO 2028 to be delivered in Scotland.


The Scope of the EQIA

In the early development of the impact and legacy programme, the policy team completed desktop research and worked closely with analysts and delivery partners to collate existing research in relevant fields. Data gathering included a mix of qualitative and quantitative data such as participation figures in football and physical activity as well as examples of existing football related social programmes and engagement in those where available. To protect commercial sensitivity and confidentiality associated with EURO 2028, engagement has been restricted to a select group of partners when developing the impact and legacy programme and associated benefit realisation activities.

This research then informed the creation of high-level impact and legacy missions. Available data was then mapped against these impact and legacy missions and protected characteristics to identify where data was relevant and where there was a lack of data. Analysts confirmed in an impact assessment framing exercise in December 2024 that they were content data gathered for this process was comprehensive of what was available at that time.

Now that the high-level impact and legacy missions have been agreed, work will progress to developing a delivery plan. When appropriate, we will encourage delivery partners to engage key stakeholders in equality groups and others who may be involved in the hosting of the event are engaged as the impact and legacy programme and wider benefit activity develops.
