UEFA EURO 2028 - impacts and legacy: equality impact assessment
Equality impact assessment (EQIA) to identify an impact and legacy programme and wider positive impact activities aligned to EURO 2028 to be delivered in Scotland.
Executive summary
The purpose of this workstream is to identify an impact and legacy programme and wider positive impact activities aligned to Scotland hosting EURO 2028. This will include programmes to enable more people to participate in the game – especially those from underrepresented groups and in less advantaged communities. It is also designed to reduce barriers to opportunity, bring communities together through shared national moments and showcase Scotland as a world class host of major events.
Impact and legacy programme activity will be announced in due course, once further development work has been undertaken by the relevant delivery partner(s). Activity is expected to continue beyond the end of the tournament.
The scope of this EQIA is to consider the impacts EURO 2028 impact and legacy and wider impact activities could have on those with protected characteristics and against the Public Sector Equality Duty needs. It was identified that the impact and legacy programme is likely to mainly benefit those participating in programme activity – be that working, volunteering or through general participation.
Due to the commercial sensitivity and confidentiality in developing the impact and legacy programme and wider benefit realisation packages, engagement has been limited to a small number of partners. When appropriate, we will encourage delivery partners to engage key stakeholders in equality groups and others who may be involved in the hosting of the event are engaged as the impact and legacy programme and wider benefit activity develops.
In the interim, the Scottish Government is working with local partners to develop a national impact and legacy programme plan. The plan will set out a number of indicative activities including but not limited to increasing the number of women and girls and disabled people participating in football.
