10. Housing Supply

10.1. New Build

In 2024-25, there were 19,288 all-sector new-build completions in Scotland, a 4% fall on 2023-24; meanwhile, there were 15,053 starts, down by 11%. Within this, there were 14,798 private-sector completions, which was similar to 2023-24 (14,733), and 11,902 private-sector starts, down by 12%. Social sector completions totalled 4,490, down 15% on 2023-24, while there were 3,151 social sector starts, down by 10%.

Looking at financial years, and excluding 2020-21 from the comparison due to the impact Covid-19 had on housebuilding activity, new-build completions in 2024-25 were at their lowest since the 17,564 recorded in 2017-18, while social sector completions were at their lowest level since the 3,708 recorded in 2016-17.

10.2. Affordable Housing Supply Programme (AHSP)

The number of AHSP completions fell from 9,515 in 2023-24 to 7,444 in 2024-25 (down 22%). Meanwhile, over this time period, the number of AHSP starts fell by 1,471 to 5,424 and the number of approvals fell by 2,167 to 4,775.

The Scottish Government has a target to deliver 110,000 affordable homes by 2032, of which at least 70% will be for social rent. By March 2025, 28,537 affordable homes had been completed towards the target, comprising 21,937 (77%) homes for social rent, 4,087 (14%) for affordable rent, and 2,513 (9%) for affordable home ownership.
