10. Housing Supply

10.1. New Build

In 2024, there were 19,797 all-sector new-build completions in Scotland, a 7% fall on 2023; meanwhile, there were 15,050 starts, down by 9%. Within this, there were 15,066 private-sector completions, down by 1% on 2023, and 11,617 private-sector starts, down by 12%. Social sector completions totalled 4,731, 22% lower than 2023, while there were 3,433 social-sector starts, up by 2%.

Looking at calendar years and excluding 2020 (where Covid-19 impacted housebuilding), private-sector completions were the lowest since 2017 and starts the lowest since 2013. In the social sector, completions were the lowest since 2017, although, as set out above, starts were higher than 2023.

10.2. Affordable Housing Supply Programme (AHSP)

In 2024, while there was a decrease in AHSP completions, which fell by 18% from 2023 to stand at 8,180, there were increases in approvals (up 4% to 6,440) and starts (up 4% to 6,501).

The Scottish Government has a target to deliver to deliver 110,000 affordable homes by 2032, of which at least 70% will be for social rent. By December 2024, 26,039 affordable homes had been completed towards the target, comprising 19,945 (77%) homes for social rent, 3,644 (14%) for affordable rent, and 2,450 (9%) for affordable home ownership.
