Background

The Scottish Government asked Edel Harris OBE to lead an independent review of Adult Disability Payment.

Adult Disability Payment is a benefit for disabled people to help with the extra costs of being disabled.

In Scotland, Social Security Scotland pays disability benefits, like Adult Disability Payment.

Edel asked lots of people about Adult Disability Payment:

  • an advisory group
  • disabled people
  • organisations who support disabled people
  • people working at Social Security Scotland

She used what people told her to write a report with lots of suggestions for how things could be made better.

The suggestions Edel made were in four themes:

  • A People’s Service
  • Processes That Work
  • A Learning System
  • A Better Future

This is the Scottish Government’s response to Edel’s report.

Social Security Scotland will help with making any changes.

The Scottish Government has a budget. That means they plan how much money they will spend a year and what to spend it on.

The Scottish Government wants to support disabled people so they use some of their budget to pay for disability benefits.

The UK Government’s budget affects how much money the Scottish Government has to spend on things.

That means if the UK Government decides to spend less money on support for disabled people, we will have less money in our budget. We always need to think about how best to support disabled people with the money we have to spend.

We worked out how much it might cost to make four of the recommendations happen. The four recommendations could change who gets Adult Disability Payment or how much they get.

It could cost about 770 million pounds a year by 2027 and more than 1 billion pounds a year by 2030.

This shows the Independent Review recommendations would make big changes to Adult Disability Payment.

It also shows the Scottish Government would need to spend a lot of money in the future to make those changes.
