Commercial and Management Cases
The Scottish Government’s bond issuance programme is underpinned by a clear commercial strategy and robust management arrangements. A phased procurement model aligns with project milestones and ensures risk is appropriately allocated, supported by expert financial, legal and ratings agency input and advice. These commercial foundations position the Scottish Government to deliver a cost-effective and well-supported issuance.
Complementing this, the Management Case sets out governance, staffing, contract oversight and risk management structures, which will be developed further for the Full Business Case. This will include post-implementation monitoring and evaluation of the programme, assessing how effectively it meets its strategic objectives.
Together, these elements provide a strong framework to support a successful and well-governed bond issuance aligned with strategic, operational and fiscal priorities.
