This document summarises the Outline Business Case (OBC) developed by the Scottish Government to assess the case for an inaugural Scottish Government bond issuance. The OBC follows the principles set out in HM Treasury’s Business Case Guidance.^[1] The full OBC is not published, as it contains commercially sensitive information. However, this summary document provides an overview of the key areas covered in the full version to aid transparency. The OBC and this summary have been developed by the Office of the Chief Economic Adviser, in conjunction with the Scottish Exchequer and the project’s financial advisers.^[2]
