Scottish allied health professions public health strategic framework implementation plan: 2022 to 2027 midway report

Midway progress report on Scotland’s Allied Health Professions Public Health Strategic Framework (2022–2027). It showcases achievements in workforce development, leadership, and wellbeing, driving prevention and reducing health inequalities across communities.

Introduction

The UK-wide Allied Health Professions (AHPs) Public Health Strategic Framework (2019–2024) was published in 2019. In response, the Scottish Government launched its own Implementation Plan (2022–2027) in August 2022, providing a clear structure for AHPs and partners, including NHS Boards, to advance public health, reduce inequalities, and promote self-management through early intervention and prevention.

To support delivery, the AHP Public Health Oversight Group was established in February 2023. The group ensures strategic alignment, promotes collaboration, and champions implementation across organisations.

Scotland faces persistent public health challenges. After years of improvement, health outcomes are worsening and life expectancy has stalled. Public Health Scotland projects a 21% rise in disease burden over the next two decades, largely driven by preventable chronic conditions.

This report outlines progress across five strategic goals:

1: Developing the AHP Workforce

2: Demonstrating Impact

3: Increasing the Profile of the AHP Public Health Role

4: Strategic Connections and Leadership

5: Health and Wellbeing of the Workforce

AHPs play a pivotal role in public health across sectors, promoting physical, mental, and social wellbeing. Their broad reach and expertise position them to lead transformative change. Maximising their potential through defined competencies, targeted training, and evaluation is essential to meet evolving service demands.
