Scenario modelling 2023 fuel poverty levels under 2019 fuel prices

Methodology

Calculating the impact of this scenario involves applying the per kwh energy prices and standing charges from the 2019 SHCS to the achieved sample of the 2023 SHCS (See Annex B for a comparison of 2019 and 2023 prices). These prices are then applied to the modelled energy use required for a household to meet their heating regime in order to compute new modelled annual running costs. These updated costs were then used to recalculate the fuel poverty status of households and derive the overall national fuel poverty rate.
