1. In reality, the allocated TAC will not distinguish between 'business-as-usual TAC' and 'uplift TAC' but will be expressed as a single tonnage figure. The uplift can be estimated by fisheries managers, for example using evidence-based rules of thumb derived from known pre-ban discard rates eg X% or Y tonnes of total TAC of stock W will be additional.
