Ministerial Foreword

Effective public procurement has a vital role to play in delivering better outcomes for the people of Scotland. Beyond securing value for the public purse, it provides an opportunity to support sustainable economic growth, promote innovation, strengthen communities and advance our wider social, environmental and economic ambitions.

At the heart of this is the Public Procurement Group’s (PPG) commitment to a Once for Scotland approach, bringing together collective leadership and coordinated action across the public procurement system to maximise impact, reduce duplication and deliver greater value through public procurement.

Alongside this, we recognise that the benefits of Community Wealth Building should be realised at a local level where appropriate, with local procurement remaining an important mechanism for supporting the generation, circulation and retention of wealth within local economies. This approach is a key enabler of Public Service Reform, helping to drive greater alignment, efficiency and collective impact across Scotland’s public services.

The PPG has a pivotal role in providing strategic leadership and driving the implementation of Scotland’s Public Procurement Strategy. Following an extensive review of the Group’s membership and remit, I am pleased to welcome several new members whose expertise and perspectives will help shape the future direction of public procurement in Scotland.

In particular, the inclusion of greater local representation and a Non-Executive Director strengthens the Group’s ability to reflect the diverse needs, challenges and opportunities experienced by communities across the country. Bringing local voices into strategic discussions will support more informed decision-making, encourage greater collaboration across sectors and ensure that procurement is grounded in practical experience and local priorities.

This enhanced representation will help strengthen links between national ambitions and local delivery, enabling procurement to generate meaningful outcomes in every part of Scotland.

The refreshed Group has agreed a clear set of objectives which will guide its work in the years ahead. These objectives align with Scotland’s Public Procurement Strategy and reflect our shared commitment to delivering procurement that is ethical, sustainable and focused on improved outcomes.

Through strong leadership, collaboration and accountability, the Group, together with the Public Procurement Forums, will drive progress against these objectives and support the continued evolution of public procurement across Scotland.

By keeping these objectives at the forefront, we can ensure procurement continues to deliver meaningful outcomes—driving sustainable services, supporting inclusive growth and creating lasting benefits for communities across Scotland.
