2 Analysis Method and Reporting
2.1.1 Responses to the consultation were submitted via Citizen Space[7] or via information submitted directly to OWD, by post or email. Responses received by hard copy were digitised by OWD. Emailed responses were also transferred to the Citizen Space consultation platform. All responses were included in the digital consultation response database and adhered to the personal information publication preferences as stated by respondents.
2.1.2 The consultation response database was shared with the consultants, ABPmer, who were responsible for the analysis of the responses and compiling this report.
2.1.3 Responses were organised by type (individual or organisation) as well as sector (see Table 1). This enabled analysis of the types of organisations that had responded and whether there were differences or commonalities across responses from different types of organisations.
2.1.4 For short answer responses, basic summary statistics were produced showing the breakdown of responses by respondent type and sector.
2.1.5 Long answer responses were analysed using topic modelling. Outputs from the topic model were then validated against individual responses for quality assurance. Further analysis was undertaken which identified differences and commonalities in responses across respondent types and sectors.
2.1.6 Across each of the 17 questions, the number of short answer responses and long answer responses per respondent type are displayed in a table. This is accompanied by a sentence summarising the total number of respondents to the question overall. This overall respondent number may differ from the totals listed for the short answer and long answer responses, as distinct organisations and individuals answered each question. The total given is the total number of different organisations and individuals who answered one or both parts of the question.
2.1.7 Sections 3 to 5 of this report document the substance of the analysis of the formal consultation and present the main themes and views expressed in responses.
