The National Good Food Nation Plan - Accompanying Statement

This statement sets out how regard has been had to the Scottish Parliament's scrutiny of the proposed national Good Food Nation Plan and how this has informed the approach taken.


Background

1. This statement has been laid alongside the final version of the national Plan. The statement sets out how the Scottish Ministers have had regard to the representations, resolutions or reports provided by the Scottish Parliament as part of their scrutiny of the proposed Plan that was laid on 27 June 2025.

2. The parliamentary scrutiny consisted of the following:

  • A joint call for evidence by the Local Government, Housing and Planning (LGHP) and the Health, Social Care and Sport (HSCS) Committees
  • The LGHP Committee took oral evidence from two panels of witnesses from the following organisations:
    • Aberdeen City Council
    • ASSIST FM
    • East Ayrshire Council
    • Nourish Scotland
    • Scotland Excel
    • Scottish Food Commission
    • Zero Waste Scotland
  • The HSCS Committee took oral evidence from the following organisations:
    • Food, Farming and Countryside Commission Scotland
    • Scottish Food Coalition
    • Good Food Nation Living Lab, University of Edinburgh
    • Public Health Scotland
  • Both the LGHP and HSCS Committees took evidence from the Cabinet Secretary for Rural Affairs, Land Reform and Islands and supporting Scottish Government officials.
  • The Rural Affairs and Islands (RAI) Committee took evidence from the following stakeholders:
    • Nature Friendly Farming Network
    • NFU Scotland
    • Scottish Food Commission
    • Food Standards Scotland
    • OneKind
    • Scottish Food Coalition
    • Food and Drink Federation Scotland

3. This statement is based on the following reports provided by each of the committees

4. The statement is structured around the recommendations provided in the LGHP and HSCS committee reports and around the key themes from the official report from the RAI committee.

5. We thank all three committees and the stakeholders who gave evidence for their scrutiny of the first national Good Food Nation Plan. We are grateful for their input which was extremely valuable in the finalisation of the national Plan.
