National Care Service Charter of Rights: Easy Read Co-design Agreeing Phase Report

This is an Easy Read translation of the agreeing phase report that sets out what we learned from the final phase of co-design of the National Care Service Charter of Rights. It includes insights which helped shape the final design and content of the Charter.

What’s next

What’s next for Charter of Rights

The Charter will be published in March 2026.

To help everyone understand their rights, the Charter is available as:

  • a summary
  • an Easy Read summary
  • a webpage
  • a BSL version
  • other languages

We are now planning how to put the Charter into action.

We will check progress to make sure it meets its aims for people who use social care, social work and community health services in Scotland.

What’s next for social care improvement

The Scottish Government are still working to improve social care.

The Care Reform (Scotland) Bill has now been approved at all stages.

This means the Bill is now a law. This is called an Act of the Scottish Parliament.

The Scottish Government will also do more work with people who have not been well represented so far.

A National Care Service Advisory Board has been set up.

The Board members will make sure people with experience of social care, social work and community health guide their work.
