National Care Service Charter of Rights: Easy Read Co-design Agreeing Phase Report
This is an Easy Read translation of the agreeing phase report that sets out what we learned from the final phase of co-design of the National Care Service Charter of Rights. It includes insights which helped shape the final design and content of the Charter.
What we learned
The new Charter is clear, accurate and useful
People said the new Charter is clear, accurate and useful.
This includes the section on children and young people.
People said they needed more detail to understand their rights and get support.
They asked us to improve the sections on:
- supported decision-making
- self-directed support
- detail about how to make a complaint and how to get help
How we used this feedback
We:
- added more information and links to support for self-directed support
- added more detail about supported decision-making
- improved the complaints section to show how hard it can be to complain and detail support available
Rights and expectations should be explained more clearly
Some people said the difference between rights and expectations were not clear.
They also wanted to know how to use the Charter.
How we used this feedback
We:
- better explained rights and expectations
- listed the rights on the contents page
- started each section with “you have rights to”
- used colour to highlight the rights
We also published a separate paper that explains the rights in the Charter.
The Charter must use simple language so everyone can understand it
Some parts of the Charter were hard to read.
People asked for:
- a glossary to explain difficult words
- all links to be in one place
- clearer language for British Sign Language, as some words do not translate easily
How we used this feedback
We:
- added a glossary
- removed jargon
- made sure the language used work for BSL
There should be clearer information about who is responsible for the Charter
People said it was not clear:
- how the Charter links to the National Care Service
- who is responsible for social care, social work and community health
People wanted clearer information about the roles of:
- local councils
- Health and Social Care Partnerships
- Integration Joint Boards
How we used this feedback
We:
- added an explanation of the National Care Service to the glossary
- explained who is responsible for delivering care
- included more detail about the duties of local councils
People have different views about the design
Most people liked the design with photographs. They said it felt friendly and inclusive.
Some people preferred the design with graphics. They said it felt simpler.
People also told us:
- text size and spacing needed to be clearer
- images did not represent everyone
- some of the layout was hard to read
- a more detailed contents page was easier to use
How we used this feedback
We:
- updated the photos to show different ages and communities
- used a single column layout
- used a detailed contents page
- improved accessibility, including screen reader support and image descriptions
