Mental Health and Wellbeing Leadership Board: mental health and wellbeing delivery plan and workforce action plan

A paper (LB(25)03-01) detailing the high-level plans and guiding principles for a refresh of the mental health and wellbeing strategy and workforce action plan.


1. Background

When the original Delivery Plan and Workforce Action Plan were published in November 2023, both documents had an initial 18-month lifespan. The original intention was to publish a new Delivery Plan and Workforce Action Plan in Spring 2025. However, since publication, various circumstances (including ongoing fiscal uncertainty) have impacted our ability to meet that timeline in a meaningful way.

Given this context, a proposal was made to the Leadership Board in December 2024, as follows:

  • Delay the publication of the next iteration of the Mental Health Strategy Delivery Plan and Workforce Action Plan so that actions can be costed;
  • Agree that future refreshes of the Delivery Plan and Workforce Action Plan should be closer aligned;
  • Take forward an exercise to prioritise our existing remaining commitments, including identifying potential new policy options that we are not currently committed to, but that could be included in a refreshed Delivery Plan, and;
  • Agree to indicative sequencing for the prioritisation of policy actions exercise.

The Board agreed to all these proposals.
