4. Wider Context

As mentioned above, we think it will be important to frame the refresh of the Plans in the context of wider Health reform. This includes:

NHS Scotland Operational Improvement Plan (Published 31 March 2025)

  • This sets out immediate actions over the next 12-18 months such as improving access, shifting the balance of care and increasing the focus on digital and technological innovation and prevention.

Population Health Framework (Spring 2025)

  • The Scottish Government and COSLA are co-developing a Population Health Framework in partnership with Public Health Scotland and Directors of Public Health. The Framework will take a cross-Government and cross-sector approach to improve the key building blocks of health with a focus on whole system preventative action.
  • The Framework has a clear aim to close the gap between the health of our most and least advantaged communities and to ensure everyone has the support to lead longer, healthier and fulfilling lives.
  • This will reflect the priorities set out in the Mental Health and Wellbeing Strategy and the contribution those priorities can make to these aims.

Strategic Renewal Framework (Summer 2025)

  • This will set out the Scottish Government’s strategic policy intent for health and social care in Scotland for the medium to longer term. It will set a framework for reform based on clear prioritisation, which will need to be embedded in our planning processes, innovative reforms of models of care, systems and structures, and how we monitor performance.

These documents will, collectively, set out the basis for Health and Social Care reform over the coming years and will be published alongside other key publications including Public Sector Reform and the 2025/26 Programme for Government.

The refreshed Mental Health and Wellbeing Strategy Delivery Plan will be informed by, and aligned with, all of this work.

Consideration also needs to be given to the implications of the National Care Service Advisory Board, as its work is closely related to mental health and wellbeing service delivery. The Leadership Board will be kept up to date regarding these projects and how they may influence the refreshed Delivery Plan.
