How can we help more people to access the post school education, research and skills development system? What is the best way to measure if we are doing enough to help people to access it?

How can we give student support in the right way e.g. financial support, mental health support? What sort of support should be available to widen access to the system? When and where should it be available? Who should be able to get it?

Who should pay for student support and when should they pay for it? Who should fund learners to access the system? Should it be funded by the government, employers, or paid for by the students themselves or someone else?
