Determination
In developing this ICIA, the Scottish Government has reached the decision that the policy and regulations to restrict HFSS promotions are not likely to have an effect on island communities that is significantly different from its effect on other communities. Similarly, it is not anticipated that there will be significant effects on a specific island community compared to other island communities.
The Scottish Government has consulted extensively on the policy to restrict HFSS promotions. This included four public consultations and through continued engagement with key stakeholders. Alongside this engagement, available evidence has been reviewed to support the development of the policy and the detail of the regulations.
These activities have supported decisions on the final package of measures and in particular have supported decisions:
- to exclude smaller businesses from the restrictions;
- to exempt stores for location restrictions based on store size;
- to include within scope businesses which operate as part of franchise and franchise type arrangement).
