Easy read version of the Equality and Human Rights Mainstreaming Strategy. This strategy sets out the Scottish Government’s approach to embedding equality and human rights into everything it does across government and encouraging the same approach across the wider public sector.


2. What is Mainstreaming and why is it important?

Mainstreaming means making equality and human rights part of how organisations think, plan, and work.

It helps tackle inequality and makes fairness part of systems and the services people get.

Scotland values fairness, dignity, and respect. But many people still face barriers to living full and equal lives.

COVID-19 showed that inequality can mean life or death for some people. People are still treated unfairly because of their race, sex or disability. Things need to change.

Equality and human rights must move to the centre of decision making and services. This Strategy will make that happen.

Mainstreaming is important because:

  • It tackles inequality
  • It makes sure decisions and services work for everyone
  • It builds trust and accountability
  • It helps Scotland meet legal and international human rights commitments

Inequality will continue to harm people and communities without Mainstreaming. With mainstreaming we make fairer systems that benefit everyone.
