Coronavirus (COVID-19): Covid Recovery Strategy Programme Board - programme approach

How we will work alongside local government and more widely to ensure the actions of the Covid Recovery Strategy are delivered.


Approach

The aims of the strategy are that by working together, we will:

  • address the systemic inequalities made worse by Covid
  • make progress towards a wellbeing economy
  • accelerate inclusive person-centred public services

This is reflected in the key outcomes set out in the strategy, which its actions will contribute towards:

  • financial security for low income households
  • wellbeing of children and young people
  • good, green jobs and fair work

As well as the overarching ambition to rebuilding public services in a way which supports these aims.

It is important to be clear that the programme will not replace existing structures for reporting, for delivery of individual actions under the strategy, or for carrying out community planning and outcome improvement planning. The programme will work with these structures to build on excellent practice that exists in policy and delivery, to harness the power of community planning partnerships and the community planning improvement architecture, as well as public service reform approaches and outcome management frameworks.

The role of the programme is also not to deliver the individual actions in the strategy, which are complex, extensive, and rightly managed by the governments and agencies directly.

However, the programme will look to act as catalyst for accelerating change, and will seek to support and challenge existing structures where required to achieve the ambitions of the strategy. This challenge may be within SG policy and decision making, in joint delivery of programmes, and in the local integration of service delivery. The programme will provide the architecture around the ambition to rebuild public service in a way which is relational, outcome focussed and person centred.

To do this, the work of the programme will be organised around the three outcomes. When considering these outcomes, we will establish three broad interlinked work streams:

  • we will use evidence to understand and measure how we affect these outcomes
  • building on and responding to this evidence, we will drive change to deliver services in collaboratively around peoples’ needs
  • we will use delivery data and risk management approaches to assure that delivery is progressing in line with the aspirations of the strategy, and to collectively overcome issues that arise
