Assessment and Improvement of Proposal

From the consultations and engagement carried out as well as a number of reviews from across the sector, it has been clear that the status quo in relation to the care system is not in a position to continue. Consumers have been vocal about their desire for change in the system, which has been reflected in the analysis of the consultation responses.

Officials have carefully considered the potential impacts of the provisions of the Bill and have, at all times, considered the wellbeing of children and young people in the development of provisions.

The Bill provisions are expected to have a positive impact on consumers as essential additions and changes to legislation are taken forward to ensure the Promise is kept by 2030.

As stated above, there will be ongoing engagement with stakeholders throughout the parliamentary process of the Bill following introduction.
