This report provides an overview of the performance of building standards verification services across Scotland and information on the professional workforce employed by local authorities to provide verification services.


3. Construction activity

Building warrant applications

3.1.The number of building warrant applications (including amendments to warrant) issued by verifiers in Scotland shown in Chart 1 decreased by 16% during the 2021-22 to 2023-24 period.

2022-23: 40045 warrants and amendments issued

2023-24: 36848 warrants and amendments issued

Completion certificates

3.2.The number of completion certificates accepted, shown in Chart 2, slightly decreased during the 2021-22 to 2023-24 period.

2021-22: 47910 completion certificates accepted;

2022-23: 47616 completion certificates accepted;

2023-24: 45004 completion certificates accepted.

Value of works

3.3.During the three year period, Building Standards services across Scotland have administered and provided independent verification of construction projects with a total value of £24.6 Billion.

3.4.The value of works shown in Chart 3 shows a sharp rise during 2022-23 period, which then decreased back to average levels during the 2023-24 period.
