The Bill provides an exemption from the SBSL for all residential development on islands. Exempting all residential development on islands will assist in supporting our commitments in the Rural and Islands Housing Action Plan and would be in line with Strategic Objective 4 of the statutory National Islands Plan,[9] to improve housing on islands, specifically Commitment 4.6 to improve access to homes for people looking to settle in, or return to, island communities.[10] The plan is being refreshed and will be laid in Parliament later this year. An island exemption will also reflect the challenges currently facing a shrinking housebuilding sector. In contrast, including island developments within the scope of the SBSL may exacerbate these challenges.
