Working together towards a Learning Disabilities, Autism and Neurodivergence Bill: Costs and benefits considerations
This report provides an outline of some of the considerations that have been made thus far in the development of the potential costs and benefits of the proposed Learning Disabilities, Autism and Neurodivergence Bill.
Next steps
Decisions on whether and how to progress the potential LDAN Bill provisions will rest with a future government following the 2026 Scottish Parliament election. Should the next government decide to continue the Bill’s development the next phase of work on costs and benefits would require further research as well as detailed engagement with partners to better assess potential costs, benefits, impacts and implementation options. This would ensure that any potential LDAN Bill delivers meaningful, sustainable and lasting change.
Should a future government wish to progress and then introduce the proposed LDAN Bill, a Financial Memorandum would be required to set out in detail the costs, savings and changes to revenue associated with the legislation, in line with Rule 9.3.2 of the Standing Orders of the Scottish Parliament.
