Tobacco and vaping framework implementation plan 2023-2025: progress update
The Tobacco and Vaping Framework (“the Framework”), published in November 2023, set out our ambition to create a tobacco-free generation by 2034. This update provides an overview of progress on the actions set out in the 2023 to 2025 implementation plan.

Tobacco & NVP Register

| We will manage and review the current register of Tobacco and Nicotine Vapour Products. |
The Tobacco and Vapes Register platform was relaunched in January 2025 and further changes will be implemented as part of the Tobacco and Vapes Bill. This is a new digital first system, where retailers can verify their identity through ScotAccount. ScotAccount adds an extra layer of security to the register that was not possible through the old platform. The new platform supports retailers to ensure their records are up to date, which will support enforcement activity as well as communication from Scottish Government as changes from the Tobacco and Vapes Bill, if passed, are implemented. |
| We will consider opportunities to improve the information and support to retailers on the register to increase compliance with age of sale. |
This work is ongoing and will continue as changes from the Tobacco and Vapes Bill come into force, if passed. The Tobacco and Vapes Register platform will be our key engagement vehicle to communicate with retailers. |
| We will consider how the register could be improved including possible further conditions on registration. | The Tobacco and Vapes Register will be expanded if the Bill passes, which is the first step in reviewing how the register could be used in future. This work will continue into future implementation plans. |
