Tobacco and vaping framework implementation plan 2023-2025 – progress update
The Tobacco and Vaping Framework (“the Framework”), published in November 2023, set out the Scottish Government’s ambition to create a tobacco-free generation by 2034. It is structured across three broad themes, each with key approaches: People (Information, Engagement and Cessation), Product (Appeal, Regulation and Enforcement) and Place (Smoke-free spaces, and Tobacco and NVP Register) (Figure 1).

The framework is structured across three broad themes: People (Information, Engagement and Cessation), Product (Appeal, Regulation and Enforcement) and Place (Smoke-free spaces, and Tobacco and NVP Register).
The overarching Framework focuses on both tobacco and vaping, with actions underpinned by a series of shorter action-focused implementation plans.
Actions included within each implementation plan will support the reduction of health inequalities as set out in the Population Health Framework, which published in June 2025. Smoking remains the leading preventable cause of health inequalities, and remains a significant cause of illness, disability and preventable death.
This update provides an overview of progress on the actions set out in the 2023-2025 implementation plan.
