Tobacco and vaping framework implementation plan 2023-2025: progress update
The Tobacco and Vaping Framework (“the Framework”), published in November 2023, set out our ambition to create a tobacco-free generation by 2034. This update provides an overview of progress on the actions set out in the 2023 to 2025 implementation plan.

This is being taken forward as part of the Tobacco and Vapes Bill. T he Bill is a landmark piece of legislation that will gradually phase out the sale of tobacco products, creating the first generation free from addiction to tobacco. |
| We will consider if the age of sale of vapes should increase and, if so, consult on proposals. | Focus has been on creating a single age of sale for all nicotine products as part of the Tobacco and Vapes Bill. This action will be revisited in our 2026-2028 plan. |
| We will continue to progress restrictions based on the outcome of our 2022 consultation on further tightening the rules on advertising and promotion of vapes. |

Enforcement

| We will continue to work with Trading Standards officers in Scotland on enforcement and investigate ways to improve this. |
This work is ongoing and we continue to work with Trading Standards, most recently on the redevelopment of the Tobacco and Vapes Register, which relaunched in January 2025. The new system provides a modern, digital first system for tobacco and nicotine vape retailers, enabling businesses to register and update information easily, supporting enforcement of regulations around these age-restricted products. |
