Social Security Programme 2017-2026: Delivery Report

This delivery report outlines work carried out by the Scottish Government’s 2017-2026 Social Security Programme to build Scotland’s new devolved benefits system


The Programme Legacy

As a first-of-its-kind project, significant organisational capability was developed over the Programme’s lifecycle with extensive processes put in place to ensure transfer of knowledge and expertise across the Scottish Government and wider Scottish public sector.

As well as publishing a series of case studies, the Programme has run a series of workshops and webinars for civil service colleagues as well as presenting seminars at events and conferences such as In the Service of Scotland, Holyrood Live and Civil Service Live.

The Programme has provided advice, support and training to project, Programme and portfolio management staff on key delivery projects for organisations such as the UK Government’s National Highways agency as well as Marine Scotland and Disclosure Scotland.

A dedicated Professional Development Team was established within the Programme to centralise, develop and strengthen workforce capability by:

Supporting nearly 500 people across almost 150 roles with over 1,500 training requirements

Building an effective learning framework and a suite of supporting resources

Developing a reusable electronic learning library
