Social Security Experience Panels - Seldom Heard research programme: mobile populations

This report presents the main findings of the two waves of research with mobile populations as part of the ‘Seldom Heard Voices’ research programme.

1. Fieldwork for wave 1 was paused in February 2020. Fieldwork for wave 2 resumed in March 2022.

2. One interview was carried out with two Gypsy/Traveller participants (mother and daughter).

3. Some research participants did not disclose their ethnicity information.

4. Many challenges in the recruitment of participants due to the Covid-19 pandemic (e.g. staff from stakeholder organisations working remotely and difficulties engaging with their service users) resulted on a reduced number of participants for the Seldom Heard Research Programme, as expected. Therefore, a total of 7 interviews with Gypsy/Traveller participants were carried during wave 2 for the Mobile Populations strand.

6. Conditionality in this context refers to the link of accessing benefits/welfare rights/services and meet particular obligations (e.g. engage in job search activities). These conditional arrangements combine elements of sanction and support to have access/be eligible to certain benefits.

7. It is likely that the lack of payslips and formal contracts did not provide seasonal workers with proof of previous employment and/or national insurance contributions.
