Statement – Screening Determination

I refer to the screening report prepared for the Agricultural Reform Programme, which was submitted to the SEA Gateway on 16 October 2024.  Responses from the Consultation Authorities were received on 13 November 2024, whose overall opinion was that there is a likelihood of significant environmental effects.

I am writing on behalf of the Directorate for Agriculture and Rural Economy to confirm that the Scottish Government has determined, using the criteria set out in Schedule 2 of the Environmental Assessment (Scotland) Act 2005, that the Agricultural Reform Programme is likely to have significant environmental effects. A Strategic Environmental Assessment is therefore required.

I enclose a copy of the determination advert which will be placed in The Herald and the Edinburgh Gazette on 30 May 2025. I would be grateful if you could forward this to the SEA Consultation Authorities.

Environmental Assessment (Scotland) Act 2005: Section 8(1) Screening Determination

Agricultural Reform Programme

The Scottish Government has determined that the above Agricultural Reform Programme is likely to have significant environmental effects and that a Strategic Environmental Assessment is therefore required. The screening determination is available.
