Climate Just Communities
Good For Places and Communities
This contract supports Scottish Government’s purpose for a green and inclusive recovery and longer-term wellbeing. Additionally, each lot generated numerous community benefits including those which improve employment opportunities for those from disadvantaged groups and disabled both in Scotland and in Malawi, Rwanda and Zambia.
The Scottish Government had a requirement to place a contract with an external service provider for the provision of Climate Just Communities (three Lots – Malawi, Rwanda & Zambia). The contract commenced on 1 August 2023 for a period of two years with an option to extend for a third year.
The purpose of this service is to deliver on the groundwork in Malawi, Rwanda and Zambia to achieve climate justice outcomes.
Lot 1 Malawi – Community Benefits
The organisation set out a range of actions that can be applied to the delivery of this contract to reduce carbon footprint, including drawing on local expertise and networks will build capacity and improve inclusion approach and reduce the need for international travel.
Lot 2 Rwanda – Community Benefits
The organisation set out a range of actions that can be applied to the delivery of this contract to reduce carbon footprint including restrictions of air travel, mandated public transport and SCIAF’s office is powered entirely by carbon-neutral electricity and heated by an air source heat pumps. SCIAF also actively monitors emissions down the supply chain.
Lot 3 Zambia – Community Benefits
This organisation set out a range of actions that can be applied to the delivery of this contract to reduce their carbon footprint including the use of Green House Gas (GHG) Protocol methods to measure business emissions. This drives initiatives to reduce their impact whilst also enabling them to offset emissions from their central operations, air travel, and procurement annually via Plan Vivo (an accredited voluntary carbon standard) to support sustainable community land-use projects.
Talent Attraction and Migration Service
Good For Businesses and Their Employees
The Scottish Government launched a Talent Attraction and Migration Service (TAMS) in 2023. The service is one project of many within the population strategy to attract and welcome people to Scotland. Immigration helps grow our economy, supply businesses with a wider talent pool to recruit from, deliver public services and develop diverse communities. The service will support two key groups of users:
- employers based in Scotland; and
- people who are moving to Scotland or who have just moved here who could become employees.
This was a lotted procurement for the following services:
- Lot 1: Immigration Support for Employers
- Lot 2: Reception Support for People Moving to Scotland
The service was procured to assist migrants in their move to Scotland and to enable them to easily settle in the country. People’s first few months in Scotland and their reception is crucial to their overall experience. This procurement enables Scottish Government to provide information and advice to people who are thinking about moving to Scotland, or who have just moved here. The suppliers will provide up-to-date and accurate information on a specially created digital platform. This information covers topics that people require to help them move and settle into their communities, such as accessing public services. The suppliers will also provide one-to-one advice to people who have moved to Scotland either online or by telephone.
